I am glad to inform you that I have now heard that

Assistant Analysts in the Government Laboratory, Hong Kong

are to be allowed first class passages, and I would again

express, on behalf of the President and Council of the

Institute, their best thanks for the action taken in the

matter.

At the same time, I have also been informed that the

senior assistant, who has lately been officiating as acting

Government Analyst, has been accepted for a junior position

at Singapore, where the conditions of appointment are far

more satisfactory. It should, I think, be made evident to

the Hong Kong Government that to attract and retain analysts

who are suitable personally and technically for the important

duties devolving upon them, calls for a general improvement

in salaries and conditions generally.

The staff of the Government Laboratory is small, but

the work is highly responsible, and the additional expense of

securing the personnel of the right type cannot be a very

serious matter.
